Educational Improvement Tax Credit (EITC) and
Opportunity Scholarship Tax Credit (OSTC)
There are $150 million of Pennsylvania tax dollars available to be tapped for student scholarships each year!
Businesses and corporations that pay taxes to Pennsylvania may be eligible to enroll in the Educational Improvement Tax Credit (EITC) program and Opportunity Scholarship Tax Credit (OSTC) program. Once enrolled, businesses can reduce their state tax liability by receiving tax credits for making contributions to independent schools that have been approved by the state and that offer financial aid to students.
Business taxes that qualify include:
- Corporate Net Income Tax
- Capital Stock Franchise Tax
- Bank and Trust Company Shares Tax
- Title Insurance Companies Sales Tax
- Insurance Premiums Tax
- Mutual Thrift Institution Tax
- Personal Income Tax (Sub S Corporations and other “pass-through” entities)
- Insurance Company Law of 1921
The Hillside School and The Swain School formed The Lehigh Valley Independent School Scholarship Program (LVISSP) in 2001 as a collaborative venture to solicit and receive scholarship funds through the EITC program for students at both schools. All scholarship donations received from businesses using their tax credits are shared equally. Since the program began more than $1 million in needs-based financial aid has been distributed to qualified students.

A second tax credit program, the OSTC, makes it possible for students with learning disabilities who are currently enrolled in schools designated by the Pennsylvania Department of Education as among the lowest performing schools and whose families meet certain household income levels to receive financial aid to attend The Hillside School.
